Change in tax rates a boon to some, a burden for most

Her husband Michael Peterson was later convicted of killing her. Jason Balius, a restaurateur, and wife Anastasia bought the home in 2004 for $640,000. It is now on the market for $1.7 million.

Owner Marcia Kirinus downsized from a five-bedroom home a couple of years ago and moved into a modest two-bedroom mill house to save money. She added 400 square feet to the cottage, expanding her kitchen and adding a half bath, and her home's value nearly tripled. "I want to pay my fair share in taxes. But the leap is huge," said Kirinus, who works in the biology department at Duke University.

Marge Blackwell, 84, said she had more pressing issues -- a long illness and hospital stay for her husband Bob -- than to appeal her revaluation. "At our age," she said, "we just try to avoid anything that will subject us to more worry." The increase she'll see is small compared to many other homeowners, but $153 "still makes a hole in a budget," she said.

Owner Len Stanley, a real estate agent, has appealed her home's revaluation once, getting it knocked down more than $30,000 to its current value. But she's still fighting. "There's no equity," she said, comparing her home's value to neighboring ones that have sold recently for much less. "I want them to see the old radiators, and that my house doesn't have central air." Stanley met again with an appraiser this week, and is awaiting the outcome.
